Check your display settings, mess around with them to see if you can work out the optimal setting.
Also sounds silly but make sure you haven't got any keys stuck down on the keyboard...

Why did your brother have to clear the hard drive? Was it a virus? If so, which anti-virus program did you use? Did you try defragmenting the hard drive?
Come on, the more information the better.

Run your anti-virus software, then your disc defragmenter. Be prepared for a long wait. The latter can be found on the start menu, under system tools.
If that doesn't work you're basically left with two choices. Contact Microsoft, tell them about your problem, and be prepared for a long wait. Or, you can take it down to your local computer shop and ask them to have a look. I took the second option when my graphics card blew and took several other things with it.

Run a disc error check as well.
Cant do any harm.

Sounded like a problem with the graphics driver, is it a ATI graphics card in the machine? if so I would still suggest you go to there site and download the latest driver for the card.
