Jody Ballard (HW from the '70s).
Racked up a decent record against no names in the first half of his career. Then lost most of the rest of the way when he stepped up in competition, but always by decisions.

He also (if my memory serves me well) cut Larry Holmes in sparring which almost caused the Holmes vs Ali fight to be delayed.

Another name that comes to mind is HW Randy Neumann. Had wins over Jimmy Young and Pedro Agosto. He later went on to be a referee.
