I think the answer is Memphis Pal Moore. I believe he's got 10 wins against HOF'ers.

I'm asking who's beaten the most IBHOF fighters, not who's had the most wins over IBHOF fighters.

I still think it's Memphis Pal Moore. He beat 7 different HOF'ers

Also, Don Williams beat quite a few. I don't know how many off the top of my head, but I know he beat Ike Williams, Sammy Angott, and Bob Montgomery, and I think one or two others.
