Forrest vs Marquez wouldn't really be the same thing. I doubt Forrest could make 147 lbs. De La Hoya is smaller than Forrest and Pacquiao is bigger than Marquez.

I am sure that Forrest could make Welter if he really wanted to - he went up to chase Mosley- De La Hoya - Winky etc.

Pacman is a lightweight and so is Marquez so its debatable either way we know JMM can handle Pacman.

Forrest made 147 lbs five years ago. I really don't think he could any more.
