Tracy Spinks was a former Marine, he served 21 years. After serving, Tracy worked at Hill Air Force Base. His passion was boxing. Tracy served the Utah boxing commission as a judge before becoming a boxing promoter. In his time as a promoter, Tracy promoted some of the best fight cards ever in Utah. On August 20,2013, Tracy Spinks took his own life. He was loved by the Utah boxing community as well was his family and daughters.

Fight was made on less than 24 hours notice. Milton Hulbert intentionally fouled Presnell with a punch behind the head, as Presnell was rising to his feet the referee stopped the fight. Presnell wildly protested the fight to the referee and commission members. In an interview after the fight Hulbert admitted that he was getting tired and intentionally fouled the much shorter Presnell.
