Though born in San Antonio Tex., he grew up in the Oklahoma towns of Lawton and Anadarko, attending Lincoln high school where he played on the high school football team.
Bailey began his amateur career in 1952 and competed in amateur tournaments in Texas, Chicago and New York. He won 37 of 42 bouts, some of these were fought as a member of the U.S. Marines Corps, in which he served from 1952 to 1954. He had five pro fights in 1955, winning 4 and losing 1. Then he retired until 1959 when he returned to action in the Northeast - where he attended Murphy-Griffin Business College in Seattle, WA. His idol was Turkey Thompson.
