According to the March 30, 1929 Eugene Register-Guard, Swindler was a Chiloquin, Oregon police officer. He later became chief of police in Chiloquin, a title he held until his death.
In the early hours of March 30, 1931, Swindler, 29, was shot to death by his wife Letha Swindler who then unsuccesfully attempted to committ suicide with the gun she had used. Letha Swindler was subsuquently charged with second-degree murder. On May 15, 1931, Letha Swindler was acquitted by a jury of second-degree murder charges. Her defense attorneys argued that Ms. Swindler had shot Joe Swindler in fear of her life. Evidence was presented by witnesses attesting that Joe Swindler had been drinking heavily in the early hours leading up to his death, and that Ms. Swindler had been sober. Letha Swindler also testified that she had been physically abused by Swindler and had threatened to leave him in the moments before the shooting, several witnesses corroborated Ms. Swindler's accusations of abuse.
