Driscoll was born on the Greek island of Samos, then part of the Ottoman Empire. Driscoll traveled the seas from the ages of ten to fourteen before arriving in Philadelphia. Driscoll was later an Easton, Pennsylvania businessman and a promoter in the Lehigh Valley during the late 1920s and early 1930s.
