Raleigh Sligar was the third in the line of major boxing promoters in Tacoma, WA, USA--after George Shanklin (1910-37) and Will Maylon (1937-46). (Other early Tacoma-area promoters included boxer William (Young) Phillips, Johnny Pepe, and Paul Steele.)

Sligar's first Tacoma show as a boxing promoter was conducted January 16, 1947. He had been a Tacoma electric construction man and rodeo promoter before getting into boxing promotion.

In late 1948 Wiley Spivey took over the Tacoma promoting license from Sligar, who had relinquished the permit "due to press of other business." Nov. 4 Tacoma News Tribune. Spivey conducted only a handful of Tacoma shows before Sligar returned March 7, 1949, when his license to promote professional boxing in the city was re-activated after a long meeting by the Washington State Athletic Commission. Newly-appointed Commissioner Howard R. Smith, of Tacoma, said Spivey had been operating under a "temporary permit" and would now have to apply for a permanent license. (Apparently Spivey never did apply.) Sligar immediately appointed the legendary Joe Waterman as his matchmaker. Their first show was held April 1. After Waterman died in early May 1949, Jimmy Fitten took over as Sligar's matchmaker.
