Abe was a promoter on the Big Island of Hawaii during the 1930s. He went on to become the first Japanese-American to be elected to the Hawaiian territorial senate, representing South Hilo as a Republican. Abe's dual Japanese and American citizenship gave him notoriety, but gave him undue attention during World War II when he was arrested for having a Japanese flag. Abe was held in a Japanese internment camp for 19 months, and was forced to relinquish his senate seat.
