At the time that the application received a stamp of approval on February 17, 1919, Ingle was an ironworker and resided in Seattle, Washington. Accompanying the application was a letter from Stewart Tait, who had been directed by Frank Churchill to offer Ingle a position as a boxing instructor of Olympic Club in Manila, P.I. for a monthly salary of $150. for a period of six months beginning at the date of arrival in Manila. The letter was written on stationary of the Hotel Olympus Inc. in Tacoma, Washington.
