The Oct. 24 The Globe of Toronto reported that there was a dispute over Foreman's claim to the Canadian title. The Canadian Boxing Federation required a boxer to be a Canadian citizen and have resided in the country at least six months prior to the title bout. Foreman was English-born, and reportedly a former United States sailor, so there was thought he may be a US citizen. Further, there was doubt he had resided in Canada for six months, although he had lived in Montreal off-and-on for four years. Most of his bouts, the paper reported, had been in the US.
