I think the problem is they might be struggling to get people to fight him that are at his level. He had that problem in AUS and he had/has this problem in USA as each time he has a scheduled fight, it gets cancelled.
In AUS bums are looking for a pay day. In USA bums are looking for a world title shot. The risk isnt there as Bowe looks very troubling without any gains.

I was reading in Lester Ellis's book how people mentioned to Americans that Lester had fought Calvin Grove and got blank looks.
Grove beat Fenech and Ellis and fought Tszyu, but in the US there were dozens of fighters of his standard in all divisions. Beating a Yank who just lost to somebody famous is no big deal to them.

The services of trainer Jeff Mayweather were once again called upon as Tongan heavyweight prospect by way of Australia, Bowie Tupou (14-0, 11 KOs) will now be trained by Mayweather. The massively chiseled 6'2, 260 pound Tupou moved to Los Angeles from Australia about a year ago and is immediately relocating to Las Vegas to begin training with Mayweather to prepare for his May 17th fight against an opponent to be announced in Primm Valley Casino, Primm, Nevada. The card will be presented by Tupou's promoter Gary Shaw. Mayweather has been very busy recently, guiding Sultan Ibragimov to the heavyweight championship and he will be the head trainer for Steve Forbes in his career's biggest fight against Oscar De La Hoya on May 3rd.
"I'm very excited about working with Bowie as I will get the opportunity to train him at a very important time of his career," stated Mayweather. "He comes to me with good work ethic and is willing to learn. Can't ask anymore from a fighter." Tupou stated, "When it's time for me to step up my level of competition, I want to be ready. I don't want to embarrass myself or my promoter. I'm grateful for everyone who has helped me in my training since I arrived in the U.S. but I needed to make a change. With Jeff as my trainer I feel confident that he can take me to that next level I'm seeking."
Lets see if the change mentioned means he won't be fighting a bum. Ok.........At least he has been in with some quality fighters. He is obviously hand picked, but not the worst out there. Brute will be happy to see he is a former WBE world champ. What more can i say.

going with the "beat who they put in front of you" policy, he did what he had to do. He has talent. Lets see what he can do. What about someone like Chapman for him next, or someone of that level? Chapman's record looks good, but he has never fought talent. The risk for Bowie is minimal.
