I only mentioned him because he is rated above Foley. That rule came in in NSW because of screaming from the journos. Champions are exempt from the over 35 rule because it was argued that if they had got that far they must be able to look after themselves.

The State Government was put into "damned if we do and damned if we don't" situation.
