They are only giving this offer to people who have booked tickets at the O2 arena in the past. I presume for the next big event at the O2 you will get a similar offer ............... or am I being overly optimistic?

Only if sales for that event have been bad mate.
This is an offer venues/promoters only turn too if things are not looking too rosey. Typically though, they tend to do it on a more targetted/local level. i.e. if you are an employee of a large, nearby company you can get 2 for 1.
Personally, I think it should only be allowed if customers who have bought tickets, are then compensated accordingly, (i.e. with a 50% refund or a free ticket).
