no contests/no decisions?

i was checking out buck smith's record and he's got 23 nc/nd's on his record. what is the story behind those? most of the nc/nd's seem to have gone the full distance. all his fights with harold brazer were nc/nd according to the data base, even a 15 round nc/nd. was there some hanky-panky discovered after the fact?
The No-Decisions with Brazier and other guys were fought so that neither guy would risk a loss, but would still get paid and have the opportunity of gaining experience in fighting opponents with decent records. They only happen in the Midwest, and they are No-Decisions as intended.

nc/nd's being rare is exactly my point here are 5 of buck's fights he had in a row. 4 out of the 5 were nc/nd's. they are all under 8 rds, i suspect these fights in anyother case would have been ko's (especially the one that was 2 rounds).
