I can't think of any reason that makes sense. This shouldn't be a problem if a fighter doesn't shave. But the reason must just be going over my head.
I just remember a fighter who didn't shave for religious reasons and was not allowed to participate in a bout.

I would think that because they allow hair on the upper lip that shaving the face is for 1) the protection of the opponent because facial hair can cause an abrasion or in some cases a cut and possibly to make sure there aren't any illegal substances on a boxers face that can cause irritation. According to my coach it is to prevent cuts. I've seen some boxers fight with beards -- Joel Casamayor did against Marquez, but I think it's usually discouraged.

Some facial hair can cause possibly cause abrasions - DCAB's statement above is correct.the protection of the opponent because facial hair can cause an abrasion or in some cases a cut

The simple answer is that the amateur rules require it.
The reasoning given by the rulebook is to protect against abrasions. The exact langauge from the rulebook is:
"(a) Purpose of prohibition against beards, goatees and hair:
i. Facial hair is very coarse and sharp. It has the capability to cut or scratch
the surface of the eye or face.
ii. Hair that interferes with one’s vision is dangerous.
iii. A strand of hair is sharp and can cut or scratch the surface of the eye."

Seems unlikely that hair would cause a cut. But ok.
