Pedro Carrasco won the vacant WBC lightweight title against Mando Ramos on November 5, 1971. It had been stripped from Ismael Laguna, not Ken Buchanan, which is wrongly claimed in the Carrasco vs. Ramos I bout's BoxRec entry. This thread expounds the issue.
