Why isn't he rated in the boxrec rankings?

I am guessing that Ruslan Chagaev is not ranked at boxrec because he is a "champion in recess." To give him a rating of less than #1 would be disputing his championship. He was supposed to be in a unification bout with Valuev this year, but tore an achilles tendon and had to pull out. He has a fight in Germany February 7th against Carl Davis Drummond, who is undefeated at 26-0 but has never been in with this class of opposition. This fight is a tune-up for a unification bout with Valuev later this year. Chagaev is nick-named "the White Tyson," and though I have never seen him, the nickname suggests he is a more exciting fighter than Valuev, a huge, slow, plodding man like Primo Canera. Chagaev got past Nikolay Valuev in 2007 by majority decision. I wish Chagaev well in this tune-up fight.

It's much simpler than that. When a boxer hasn't fought for 12 months they are no longer rated.
