The boxers who are attributed to the USA (Mark Medal, Harry Arroyo, Frank Toledo, Jose Antonio Rivera, Lou Del Valle, John Ruiz, and Luis Collazo) were born and probably raised there. Their first fights were also held in the US.
Other boxers did not hold world titles of major sanctioning bodies (Santos Cardona, Danny Garcia, Felix Camacho, Angel Almena, Alex Trujillo, Angel Chacon, Orlando Cruz, and Victor Fonseca).
Angel Manfredy belongs to both of the groups.

The first of the two categories you describe are mainland-born boxers. But all of them claimed to be Puertorican. And all but one (Mark Medal), claimed to be Puertorican first and American second. The others, regardless of if it was by virtue of holding titles in a minor sanctioning body or not, are still globally acknowledged as world champions. Even by major boxing publications such as The Ring.

What the fighters claim to be was either unknown to BoxRec editors or does not make any difference to nationality assignments. As of now, the BoxRec encyclopaedia restricts its listing of champions in the sanctioning body era to WBA, WBC, IBF, and WBO titlists. The Ring titles are excluded.
