It's unlicensed so you the only one in charge of it will be you. Any so called governing bodies will have been set up by gyms themselves.
Just make sure you have proper permissions from the council and insurance for your shows and gym and you should be ok. To get you fighters matched up just buddy up with other white collar gyms.
White collar boxers don't get paid and the fights are more controlled and unlicensed boxers usually get a cut of the ticket sales. The trainers will get a cut from the promoter/gym.
But it's completely unregulated so you can decide to run it who it best suits you.
