What are the qualifications for the Boxing Hall of Fame???

While looking to the records and the list of the International Boxing Hall of Fame fighters, I see some guys in there that surprised me for being considered and selected within the Immortals of boxing.

My question is: What are the attributes and requirements for a fighter to make it to the International Boxing Hall of Fame??? Guys like Lew Jenkins, Willie Pastrano, Jose Torres, Ernesto Marcel and Curtis Cokes for example to me do not deserve to be in the Hall. I do not think these boxers mention in my opinion sholud be there. To me they have not done enough.

Is that's the case, should Iran Barkley, Vinny Pazienzia, Roger Mayweather, Greg Haugen, Alfredo Escalera, Kuinaki Shibata, Yaqui Lopez, Bennie Briscoe (I think he's there right???) Benny Paret, Meldrick Taylor, Florentino Fernandez and Esteban Dejesus are deserving candidates???

Carpentier

Its always pissed me off that Carpentier is in the Hall of Fame. The guy lost all of his biggest bouts. He should definately be in a French or European boxing hall of fame but not one for true immortals of the sport. He was more hype than anything. Hes in and true greats like O'Dowd and Klaus arent. Its a shame.
