This is to notify that the California State Athletic Commission during his September 28,2004 meeting, decided to change the decision of disqualification to a technical knockout in favor of boxer Carlos Quintana in relation of a bout held on May 20,2004 in San Jose, CA. The appeal was presented at the commission by Quintana's manager, Dr. Rafael Joglar.
