He has relinquished his Cruiserweight title though hasn't he, possibly signifying a permanent move up?

We don't know at this time. Maybe, maybe not. Anyway, he's still the Ring Magazine's cruiserweight champion. We have to wait and see if he stays at heavyweight, or if it is only for one match...
