I haven't heard that rumor. It has been 15 so I would be surprised if they changed it.

Doubt they changed anything. Haven't seen apps for this year, but the oldest bracket is 14/15 so really no room for 16 years olds as the divisions stand now. Most likely, just a rumor.

Same rules as always - you can't be more than 15 years old as of January 1, 2010.
