I think your local paper could be getting confused with the whole WBA bullcrap. They have 'Super' Champions and 'World Champions. 'Super' Champs being a boxer who holds another title[WBC, IBF, WBO] and then wins the WBA belt. World champ is just a boxer winning the WBA belt. Simple example in the Super Bantamweight division-Cabellero[IBF champ also] is the Super Champ and Poonsawat is the World Champ. Real money racket but without it Bernard Dunne would never have been a world champ.

Now back to Haye, Id say your local paper has a rubbish, carried away or under researched journo who thought Haye was the Super WBA Heavyweight Champ after his exploits at Cruiserweight. Thats my guess anyway.

Technically, because of the proliferation of plastic belts, there ARE super heavyweight champions in the pros - I'm pretty sure Butterbean was IBU super-heavy champion back in his lumbering, dough-faced prime.

Until, or unless he fights and beats Wlad he is neither.

I never saw Valuev as a legit champ. Chagaev was the true WBA champ and he lost his belt(which wasnt on the line) to Wlad after previously defeating Valuev. The WBA created another belt whilst Chagaev had a relatavely short injury break.

So Haye HAS to fight Wlad IMO to even have a true claim for the belt as the 2 belts were never unified.

Even if Haye is fully recognised, with the 5 belts on offer Haye holds 20% of the title. Wlad has 60% and Vitali 20%. However, I would say Wlad would have a fair claim for being 80% after he beat Chagaev.
