Paul Butlin had only fought max of 6 rounds before fighting Lee Swaby for the Midlands Area HW Title so I'd say you are correct about the promoter thinkin the boxer is ready regardless of how many fights he has had.

i know you cannot fight for an area title if you have already contested the title of a different area. E.g. born somewhere, but live somewhere else.

its what youv been scheduled for.They like you to have been in a 6 rounder for an area title altho sometimes it can get cleared if its an even match
