Why is Cuba, or any North American countries participating in this tournament?

For whatever reason, the countries decided not to enter. Maybe the Petroleum Cup is more important - who knows.

Actually it was by invitation only and the teams are from each continental Federation. There are 2 "American" teams competing. Only a few USA boxers were invited and they either weren't available (turned pro) or declined the invitation. The American teams are comprised of boxers from South America and the Caribbean. USA Boxing decided it was better to send a larger team of boxers to the World Cup of Petroleum Countries. I don't know why there aren't any Cuban boxers on the two American teams.
