I'm gonna go with Spinks
Ingo did have a big right hand and if landed could take Spinks out but Spinks chin was much better than people give him credit for and Spinks would prove to be very frustrating and had the power to hurt Ingo as well.

I thought Spinks was fairly unimpressive at heavyweight. He deserved to clearly lose vs Holmes in the rematch and looked ordinary vs Cooney until the KO. And then of course there is the Tyson demolition in which Spinks looked like he didn't even want to be there.

Ingo by KO whenever he steps up.
Spinks was not that good at HW and he knew it. He avoided live contenders so he could pick up his pension against Tyson.

While Spinks did not have a great hw career he did carry a punch even at heavyweight and Johansson would not be much bigger than him. I'll lean towards Ingo because of his greater experience at heavyweight but Spinks would be a live underdog.

Spinks knew fair well that his experiment at HW was going to be either short lived, or would only work against the right opponents at the right times---else he would have fought the likes of Tony Tucker at all and Tyson earlier, rather than slip out of the HBO tournament to fight the inactive Gerry Cooney. Ingo, for all his misgivings, was far more a threat to Spinks than the aged Holmes was at that time. I think Ingo kayos Spinks early.
