Young George Foreman, after knocking out Joe Frazier twice, prior to the Rumble in the Jungle was definitely one of the most feared fighters of the past century. ONE OF THE MOST FEARED FIGHTERS that I have seen is Tommy Hearns. he was INTIMIDATING by just staring at you.
The other fighter that I think was fearsome was Roberto Duran at lightweight. Those cold and dark eyes and the way he held the mouthpiece with his mouth, half-sneer, half-smile, is something that I do not see in many fighters today.

Lots of mentions of Liston, Foreman, Duran, Tyson. Hmmm ... what else do they have in common? They all turned dog when they met an opponent who wouldn't be intimidated. They didn't just lose, they imploded, self-destructed.
Really intimidating fighters: Graziano, LaMotta, Hagler, Frazier, Ali, Louis. With these guys it wasn't about the stare. It was about the cool confidence. These guys had all the tools and they were able to go one better than any opponent. They got inside a foe's head, made him freeze.
