Depends mate. You could definitely promote at the level that 70% of licence holders do today, but then they aren't real promoters either, they just hold licences. There's only a handful of promoters worthy of the description IMO — i.e., people who promote rather than stage events.

He puts his fighters in for miniumm risk / max fincial reward.
He walks away from his shows with a big cut of money - and his fighters bank accounts receive a healthy paying in amount as well - for beating up some East European you never heard of
He can put Amir Khan on pay per view in a Commonwelath title fight - and people actually will buy it
If he can line his pockets for routinely making mismatchs and greedy -pay per view rip offs - I'd say he was a very smart businessman
