Precisely.

The second tier fighters are always just above the WBU, and just below winning the big belts. If you lower the WBU to 20 and over, you could fill in this space with a new IBO strap or something.

Will the IBO be:

A. The 5th member of the "big four" (WBC, WBA, WBO, IBF)

B. Will it be held in the same regard as the WBU?

C. Be held below the big four, but above the wbu?
