I fundamentally agree with you - to use your own judgement etc., but there's too much traffic to accomodate a free flow without increasing overall danger. Cohesive herd movement is safer, albeit frustrating.
That's biased thinking based on a speed differential of your choosing. Driving standards are so poor in this country that it's better to have the majority doing 50-odd. Match their speed and they're easier to avoid, with a much lower risk of fatality in the event of a collision. Not sure what level of noncery is being discussed but anything serious is getting more than 5 months!
If lying to the court and falsifying evidence was not regarded as serious and punished severely; the whole legal system would full apart.
