My vote is: NO
Armstrong was a top fighter from the very start, being the first IBF Champion. And throughout the season he was always near the top.
But was he dominant? Did he have massive success compared to others? On both accounts I say no.

For being probably the 2nd rated fighter in the Sim, he just never had the stats/accomplishments to back it up...
