Pacquaio was the only man to hold 4 world titles at the same time... He was a good top fighter, that cannot be denied.

But all Manny's succes boils down to him having 3 very good weeks... In Weeks 20, 24 and 35. That is when it all happened for him.

But he was not consistent throughout and he was never THE MAN to beat.
