Shouldn't he be classified as a LHW and not a HW for historical purposes?

You should ask for the criteria:

a) unified 3 major belts at light heavyweight
b) had his biggest shot (and highest carreer rating) after his IBF title win against Larry Holmes at heavyweight

Yes, he was.

But the criteria question goes to - should Spinks so be shown in the Heavyweight All-Time-Ratings or in Light Heavyweight All-Time-Ratings regarding this - or in both with 2 different rating values?

If it was possible computer program-wise, he should be listed in both, as several other fighters like JC Chavez, Hearns, Leonard and others that were multi-division champions, but I don't know if the computer couyld be programed to do as such, and if not, personally I think a fighter should be listed in the division that he was most successful, which is subjective as well, but there are those like Duran, where everyone knows he was best at lightweight.

If it was possible, would it take in to account on the fights that took place in that division?

The rating after every bout depends on all previous fights (in all weight divisions). The ratings program uses a transfer function to calculate the equivalent rating for a given move between weight divisions. The transfered rating is lower for a up-move and lower for a down-move.
