I'm wondering where does Cleverly stand in the order of youngest British world champions? Is he younger than when Khan won it?

Is he actually a world champion? Holding a paper title that didn't even exist 20 years ago?
Do we actually call Alex Arthur a champion? Does it not cheapen the great fighters of the past who didn't have this multitude of belts and easy opponents to pick and choose from?
If we all put our money together and for our own sanctioning body, does that means when two guys fight for a belt they become a 'world champion'? It's farcical really.
