A local 'trainer' is looking to put a 16 year old kid into an ebf match with no head guard etc? The kids never boxed before? Is that legal?

Nick Blackwell started boxing on these shows (not sure if it was EBF but defo this kind of style) at the age of 16 and had two fights on his first day. I dont know if they have any set of rules so what is legal and illegal is kind of up to the promoter i suppose?
