Willie Pep's 1946-07-25 fight vs. Jackie Graves has the following text: "Falsely reported for years as match where Pep won 3rd round without throwing a punch. This story was officially debunked in 2003."
This is hardly official. This is the conclusion of one journalist, whose own interview with Graves supports the amazing story. Wegner, the writer in question, relied on a single ringside report written by Joe Hennesy, who was later fired from his newspaper gig for being unreliable. Bert Sugar is among those who today accept the likely plausibility of the Pep third round miracle.

OP is correct, it hasn't been conclusively debunked. It relies on a newspaper report, which anyone who has truly studied the times would know they were a lot less than reliable. Journalists were repeatedly paid off, lied or were careless.
