No 1 and 2 are not rated on the IBF and Witter is no 3 there and on the WBC he's no2 but Branco's fighting Cotto.

So is Witter Mandatory for Hatton and Mayweather?

no, he is toprated. The IBF mandatory will be the winner of the eliminator of Urango vs Rabah.
There is a good chance of Witter fighting for the (vacant) WBC title.

Why is the WBC title going to be vacant? Because of Floyd's problems.
