Toney doesn't hit hard enough to stop Rocky. Marciano works him hard and wins easily on what would be a very painfull night for Lights Out.

I thought he was KO several times but Rocky was the first to do it, I just read he drew his first fight AKA BHOP and he lost only the one time by UD before fighting Marciano. I think he must of been close to 40 in that fight

This is what I think makes the fight so interesting because rocky would no doubt be the stronger man while Toney is the better boxer. How much success would Toney have keeping Rocky off him and doing what you said.

I don't think he would have any success keeping him off of him. It has some stylistic intrigue, but i don't see it being competitive, much less classic.
