i am pondering this question and i think it's an argument with significant merit.
I think it at least pulls him even with them. Barrera and Morales were very precocious in their successes, Marquez didn't start dominating til later in his life/career. Their own wins over Jones, McKinney, Pacquiao, and Hamed are important to not underestimate, and both are still out there lingering (Morales moreso than MAB). The two of them turned back quite a few very good fighters to the point that aside from them only Pacquiao and Marquez could compete with and eventually succeed them, to the extent where the pairs somewhat function in two separate mini-eras.

In the newest issue of The Ring they listed the 10 Greatest Mexican Fighters of All Time and included Barrera at 5 Morales at 6 and Marquez at 10. With the "win" over Pacquiao I think Marquez should jump at least a couple spots.

Pacquiao looks great when he beats up washed up names and stiffs but he walks through hell when he goes against fighters with a pulse. Roger Mayweather’s trainer, David Wolf, once said that Julio Cesar Chavez does everything good. Even Nacho Beristain and Rafael Marquez would say that Chavez was a greater all around fighter than Juan Manuel Marquez and we all know how much and how often he outfought Pacquiao in their three fights. I’m even more convinced now that Chavez would beat Pacquiao.

The big question with Eusebio Pedroza is his chin. If he’s able to move in and out like Marquez he could get a decision.

Chavez was a greater all around fighter than Frankie Randall, that didn't stop Randall from whipping his ass. I would question his skills being greater than Marquez anyway. His accomplishments were, but they both have areas in which they are clearly superior.

Randall caught him when he was clearly on the decline. I like how you omit all the fighters Chavez whipped before then.

Rocky Lockridge and Juan LaPorte were no pushovers. I’d give them a good chance against any 130 pounder of the last 10 years. I thought they both did enough to beat Pedroza. They certainly gave him all he could handle. There’s no shame in winning a 12 round decision against them.

He wasn't very far in decline, but that is a convenient excuse. I didn't omit anything, saying he is a greater all around fighter doesn't mean he will win as evidenced by his defeat to the equally aged Randall. And again, I totally disagree that Chavez was a greater all around fighter, he did have a greater career. Marquez would be the best win on Julio's ledger. He never beat anyone of his caliber.

Laporte & Lockridge were very good, not great and Chavez wasn't at his best at 130 anyway. Both of them would be decided underdogs against Marquez.
