The Mugabi prior to Hagler would prevail in this match up. He would find the Norris chin at some point and I doubt Norris would recover.

The Mugabi beween November 1983 (Curtis Parker) and the Hagler fight would have demolished Norris inside of three rounds.

Far too powerful, robust and strong, and, surprisingly wuick.

Peak Mugabi KOs Norris, too powerful and was very resilient in his prime

Terry Norris would win every round. Mugabi was by no means washed up before they fought, afterward maybe.

Mugabi is rated quite highly for someone who never scored a notable win. I would favor Norris.
