Can a JO compete in a different states JuniorOlympic tourney

I have a 15 year old in NC and we missed our states JO tournament and was wondering if we could compete and advance through SC junior olympic tournament. I noticed fighters fighting for states that arent their home LBC for the Gold Gloves

No, this is not allowed. Golden Gloves boxes in franchises covering many areas. JOs advance from their LBC level.
