I think I can guess the answer already, but the Ibragimov cousins have different nationalities listed - Sultan being Russian and Timor being Uzbeki - I take it they were (wait for it...) born in different countries perhaps, or one's changed nationality through some reason or legality?
So not really a record query per se, just wondering if anyone knows the explanation behind the different nationalities.

I think it is due to a country they represented as amateurs...
For people born in Soviet times, the birthplace is rather meaningless issue in determining nationality. Basically, the place of residence at the time of Soviet break-up determined the nationality, not the birthplace...
And even to that rule, there are countless exceptions where people nevertheless acquired a citizenship of some other CIS-country than that of residence (based f ex on nationality, family ties, monetary issues etc.)
