Haye is desperate for publicity, Chisora needs to cash in on his notoriety and Allegedly is desperate for a high profile event to raise much needed funds.
People WILL pay to watch it, either in person or on TV.
I'm no Allegedly fan, but if this episode forces the board to sort itself out, I'm all for it.

Without a licence, Haye will pull out. If he boxes in an unlicenced fight, he will have no chance of ever fighting for a world title again

It's an event between two consenting adults, so long as both agree.....
Activities surrounding the fight might be considered illegal, such as gambling, though there are markets for it on oddschecker.
Taking it a step further, there's nothing to stop you or I from setting up our own boxing board, or football association... much like the PDC in darts I guess. If you're not happy with the rules, set up your own.

I am increasingly aware that a dwindling minority of people actually care about the politics though
I suppose they're wary as to Joe Public's attitude/knowledge of unlicensed boxing. I'd imagine most people see it as barbaric type stuff, with trained fighters beating bouncers and rugby players half to death on a routine basis.
