Difference between licencing and sanctioning a fight?????

Yeah I was wondering what the difference between the 2 was? For example the Luxembourg Boxing Federation is licensing the bout between David Haye and Dereck Chisora but the WBO and WBA are sanctioning it, what does this mean?????

you have to have a license

from a national authority to box

wbo etc arent national authority

they sanction title fights

you cannot get a wbo boxing license
