They threatened it but not heard for sure that they are doing it.

I think given that the way the licenses with Luxembourg have come off, ie it may be morally a bit dodgy but is definitely legal, if they were to start handing out bans they'd risk either being sued for restriction of trade, or loads of their members would find other sanctioning bodies (in Luxembourg?) which would leave them in a very tenuous position.
