I'm unsure what this claim is based on, as three of Miranda's last four opponents took his punches without 'heading for the canvas.'
Miranda held redoubtable power at 160, but his punch lacks the same impact at 175 and he's currently a stepping stone for prospects. In that sense it's a good fight, as I think Bellew is on the cusp of contendership, not already there.
Bellew can significantly raise his stock in this fight, but only if he dominates and stops Miranda; I suspect that he will based on their respective attributes and divergent trajectories, which indicate decline in Miranda and development in Bellew.

Miranda didn't land one clean on Chilemba's chin tho did he. If David Haye lands one clean on Wladimir's chin he would knock him out, but none of us were watching the poor defeat Haye had against Wladimir and saying 'well that's it Haye's power has obviously evaporated overnight, he will never KO a soul ever again now.'
In his fight before Chilemba he had a guy who was taking his shots with the most contemptuous of ease and we were all saying 'maybe his power isn't there anymore' and suddenly he unleashes a left hook that stands the guy on his head, and later in the round he stopped him after the ref messed some things up with the mouth guard. OK that guy wasn't a top 15 fighter, but Chilemba is a young hungry guy whos looking at an eliminator now that he has that points win over Miranda.
If Bellew can dig the win out here it will be good on his record.
Miranda landed plenty on the chins of Saunders, Despaigne, and Chilemba, yet none of them were seriously hurt. If he should be considered a venerable puncher at 175, his results in the division should support that label. However, one must go back several years and pounds to find much evidence of impressive power; Miranda was unarguably a very hard puncher, but at those times and weights.
Haye probably landed fewer power punches on Klitschko than Miranda did against the opponents I mentioned, and Haye's power at HW had been confirmed numerous times; if it were unconfirmed, no one should've proposed that he would floor anyone whose chin he touched. Since nothing confirms that Miranda is a very hard puncher at 175, no basis exits for claiming that 'if he lands one on anyone’s chin even at light heavy they are heading for the canvas' .
I'm not suggesting that Miranda isn't heavy handed or that 'he will never KO a soul ever again' , but I don't think he should be considered the puncher he was at 160 or even 168. That many people still label him a devestating puncher is one reason why he's a desirable opponent today; fighters can get credit for beating a huge puncher without the risk of facing someone with huge power.
I still think Miranda is good enough to make things tough for fringe contenders and prospects, so I consider this a good bout. I will be impressed if Bellew defeats Miranda more convincingly than Chilemba did, and particularly impressed if he wins by KO.
I guess given the fact that Bomber has been down a few times in previous fights at British level, then it is safe to say that Miranda's power might give him some problems if he does connect. Remember this is fringe world level we are talking about, Miranda doesn't generally go in with the Ovill McKenzie's of this world and that aint a dig at Tony cos you've gota start somewhere.
