who was ,in your opinion,the most popular heavyweight boxer who never won the title?

Frank Bruno was a very popular fighter in UK and he "only" won a version of the title. Henry Cooper was very popular too over here and never won the title. I'm sure that outside of the US a lot of guys were popular in their native lands without winning the big one.

What about Galento? Wasn't he a popular figure of the time? I'm open to being corrected...

Tommy Morrison, Randell Tex Cobb and Ken Norton. i know Norton was champ, but he never won it, it was given to him.

Jerry Quarry was quite a popular fighter in his time. I think Ring magazine made him fighter of the year one time.
